PERA Board Adopts New Three-Year Strategic Plan
2025-03-14T15:15:16DENVER—The Colorado PERA Board of Trustees today voted to approve a new strategic plan that will guide PERA’s organizational priorities and aspirations over the next three years.
The plan defines PERA’s long-term direction and provides a high-level roadmap for achieving its priorities, ensuring alignment between the Board and staff on key objectives. PERA’s latest strategic plan acknowledges the swiftly evolving external landscape by shifting to a three-year cycle and focuses on the importance of strengthening bonds with members and stakeholders, in addition to full funding progress and modernization.
Over the next three years, PERA will focus on multiple objectives related to three main strategic goals:
- Financial stability: Strengthen PERA’s long-term financial health through continued and enhanced reporting on funding progress, alignment of operational cost management reporting to strategic initiatives, and proactively engaging with the Legislature.
- Customer/stakeholder experience: Be a trusted partner in service to customers with a focus on refining and modernizing service delivery and content, enhancing the employer experience, and proactively building relationships with key member groups, employer groups, and the Legislature.
- Organizational excellence and modernization: Create value through exceptional performance by modernizing PERA’s pension administration system, enhancing organizational decision-making through integrated enterprise programs, improving succession readiness, and nurturing a professional, future-focused and inclusive culture.
“I appreciate the thoughtfulness the Trustees and others have brought to the strategic planning process,” said CEO/Executive Director Andrew Roth. “I believe the goals and objectives we’ve laid out in this plan will support the vital relationships we have with our members, stakeholders, and the State of Colorado and strengthen PERA as an organization to ensure continued excellence in the years ahead.”

Colorado PERA provides retirement and other benefits to over 700,000 current and former teachers, State Troopers, corrections officers, snowplow drivers, and other public employees who provide valuable service to all of Colorado. PERA is a vital and stable contributor to Colorado’s economy, distributing $4.55 billion in benefits in 2023 to more than 114,000 retirees who live in Colorado.
